			<content:encoded><![CDATA[<p>The bill now being considered offers first-time homebuyers a tax credit of up to $8,000 if they buy homes between Jan. 1 and Dec. 1, 2009.  Those who haven&#8217;t owned a home in the last three years will qualify as first time buyers.  Additionally, existing homeowners could get a tax credit of up to $1,500 by making their homes more energy-efficient in 2009 or 2010. Numerous projects would qualify, such as installing energy-efficient windows, doors, furnaces, and air conditioners, or adding insulation. Homeowners can get back 30 percent of their expenses, up to $1,500.</p>

			<content:encoded><![CDATA[<p>The Greenbelt Coalition, a newly formed clean energy technology advocate group,  wants Texas to lead the nation&#8217;s effort to pioneer clean alternative energy solutions. </p>
<p>The group, made up of political and civic leaders, wants to find ways to lure jobs to Texas and that is good news!  Concentrating on clean-tech jobs, and promoting the expansion of current Texas wind,  solar, natural glass and advanced battery industries, proponents are working with area chambers of commerce to promote alternative energy sources. </p>

			<content:encoded><![CDATA[<p>Environmental groups support the proposed legislation for a new clean air bill, now in the Texas State Senate, that would require new Texas homes  to be built with at least 15 percent  more efficiency in energy use.  Additionally, new appliances will have to use significantly less electricity than is now required.  All of this is good news for Texas!   The bill, by Senate Natural Resources Committee Chairman Kip Averitt, also proposes a grant program to encourage the &#8220;best and brightest&#8221; technology for air quality,   Averitt said &#8220;We&#8217;re going to put some of the state&#8217;s smartest people together at the same table and allow them to incentivize new technologies so the state can help get those technologies to the market faster,&#8221;   </p>
